Testify, but don't swear to tell the truth.

The President has offered to make available Rove, Meirs and their deputies for interviews "in private, without the need for an oath and without a transcript".
Huh?
I have a single, simple question for El Arbusto, if as you say "There's no indication ... that anybody did anything improper." then why not allow these people to testify under oath, on record and to the public?
It pretty much ends there, but not allowing these officials to testify under oath the American people are just going to be more suspicious. Why all the secrecy?
Welcome to oversight El Arbusto. Sucks don't it?
